The first time I heard about 360-degree leadership was through the book itself, which Tunji Ogunoye was reading the first time we met. He remains one of the best examples himself.
The idea is that beyond leading people beneath you, you can also lead people at your level and above you. With emotional intelligence, mutual respect, and modeling, you can inspire people to act even as the last person on the organogram. The values are the same. Formal authority just distracts us from the basics.
Maybe now you can't scream at people because they are not your subordinates? Well, you shouldn't, even if they were. With our focus on the values, we can lead from any position. The extra bonus? We position better for formal authority if we so desire.
